It not only needs to be big enough to replace the DPS you're losing because you picked an orc DPS, it also need to be big enough to replace the DPS you're losing because you're taking orc supports rather than non-orc supports. If you have to choose between "a formation full of the best gold find crusaders in the game, a lot of which bring other amazing abilities to the table" and "a formation full of orcs, which all range between slightly subpar and absolute garbage", then you need the bonus for having a bunch of orcs in the formation to be huge. Orc meta is never going to be a thing, absent some pretty broken support releases. well, I think we need an aside here: Orc meta isn't a thing. The second legendary is also garnish: Boosting three seperate things rather than one is nice, but we're in the neighborhood of an e1 difference. We've already talked about the third one. He's a big chunk of base DPS that's in the same neighborhood of other DPS crusaders' base DPS, and then doesn't bring anything that lets him leverage other crusaders for more than they're normally worth. That's unfortunately what MM is: a plate full of parsley for Thanksgiving. That's not bad, but when Jiao is bringing e200 to e400 to the table, an e29 ability is the garnish it can't be the core that the meal is built around.
You can boost it with a legendary, but linear growth means it's not going to explode: If you assume a 15000 level MM with a L15 legendary, you're looking at something in the e29 range. except it's capped, so it's basically just another big chunk of base DPS with a complicated path to get to that chunk.

They're not really significantly affected by other crusaders, so I guess that's a plus if you need to run him in a challenge or solo objective, but it means that he's not drawing on the rest of the formation in any way that matters. Well, basically all of his abilities are just big chunks of base DPS. Let's look at where Momma's Monster's power comes from. Of the top two things that other crusaders bring to the table-global DPS and gold find-he benefits more from both of them than other DPS crusaders, and lets you bring your best options in those categories. In short, Jiao is about being part of a formation. His legendaries are pretty straightforward two of them are standard power boosts, with his second one close to a step higher due to affecting two abilities. There's no real limitations there, which means that you can simply pick your best buffers and this ability will make them better.
Jiao's other major ability is River Guardian, which just generally makes other crusaders' DPS buffs better. This has some implications, namely (a) there are a lot of crusaders that boost gold find, some of which bring other good things to the table, and you can pick the best of these, and (b) this pairs well with other things that also turn gold find into DPS, like the Golden Age talent and Tiernan's Lost Souls.
Jiao scales based on gold find due to Laden Clouds. I'm not one of the top players, so it's possible my understanding is flawed, but my take would be: I think it might be helpful to discuss why Jiao is currently the top DPS, to give context for the difference in numbers.
